Organizational changes announced in finance and administration division

A number of organizational changes have been made in the Division of Finance and Administration at East Tennessee State University that became effective Jan. 1, 2012, according to Vice President Dr. David Collins.

ETSU's new budget officer is Margaret Pate, who is now associate vice president for budget and financial planning. Pate has been with the university since 1982 and has worked in a variety of capacities, including assistant internal auditor, accountant, auxiliary services manager and associate director of budget.  In her new role, she will prepare the general academic budget and appropriations; review budgets for the College of Medicine, Department of Family Medicine, and College of Pharmacy; and administer the university budgets and provide financial analyses.

Pate holds a Bachelor of Business Administration degree from ETSU and served as President of the Staff Senate from 1999-2000.  She replaces longtime ETSU employee Dwight Taylor, who retired in December 2011.

Joining Pate will be Raven Moody, who was named associate director of budget and financial planning.  She will assist in developing the various ETSU budgets, including the university personnel budget, and will work with university staff on other financial issues.  Since 2005, Moody served in the Office of the Provost and Vice President for Academic Affairs as a student worker, graduate assistant and coordinator before becoming assistant to the provost for budget and personnel, and she will continue working with that office in overseeing budgets.

Moody is a cum laude graduate of ETSU with a Bachelor of Business Administration degree, followed by a Master of Accountancy, also from ETSU.  While a student, she claimed the "Outstanding Master of Accountancy Student" and "Outstanding Accounting Student" awards.

Katherine Kelley, an ETSU employee since 1993, has been promoted to associate vice president for administrative services.  Kelley, who is the university's contract officer, directs the purchasing, accounts payable, central receiving, fixed assets and surplus property services, as well as the university procurement card program, for ETSU and oversees the bidding process.  She advises ETSU departments on the development of specifications for bid requirements, participates in the proposal process of large university and capital outlay/maintenance projects, and reviews draft contracts.

With her new role, Kelley will assume management of emergency preparedness activities for ETSU and also will work on special projects for the vice president.  She holds a Bachelor of Business Administration degree from Bowling Green State University and an MBA from the University of Toledo.  She is currently pursuing a doctor of education degree at ETSU.

Dr. B.J. King has been named senior associate vice president for finance and administration and is responsible for managing operations of the accounting, payroll, bursar, and auxiliary/tax compliance sections within the Office of Financial Services.  Among her other duties are directing university-wide risk assessments; developing and implementing new operating procedures; overseeing tax compliance, audited financial statements and financial reporting; and coordinating university banking and investments and analyzing cash flows.  As senior associate vice president, she will be responsible for the Division of Finance and Administration in the absence of the vice president.

King joined the ETSU staff in 1997 as an internal auditor and has worked in various other roles, including systems accountant, financial reporting and systems manager, comptroller, project manager and associate vice president for financial services.  

She is a Certified Public Accountant and holds an Associate in Applied Science in Data Processing from Clark College and three degrees from ETSU: a Bachelor of Business Administration, a Master of Accountancy and a Doctor of Education, which she received in 2007. In 2010, she received ETSU's Distinguished Staff Award.
